Will photo express let me add color to the pumpkins and Sally's dress ?

Hey @mark_0214, thanks for reaching out! 
Recoloring directly is not possible with Photoshop Express or any other app. You can either use the Illustrator or Photoshop desktop applications to manually color this image, or you can try the Recolor feature of Illustrator once to see if it can help you get the desired result. Ideally, the recolor would replace one color in the image wherever it is present and not at a targeted part of the image.
