Help with layers please!

Hi all

I have spent several hours this afternoon going slightly crazy trying to work out how to layer images only to discover, from reading this community page, they are not included in PE. SOOO disappointed. Loved Photoshop Mix and assumed, if you were to cancel it and force us to use express, you would include the key features. 

I have an Adobe subscription so can someone please point me to what mobile app (android compatable) I can use to layer images. I don't want to have to use the desktop versions as I am on the road.
