How do I switch layers?

I'm allegedly supposed to be able to do it by selecting the other layer, but nothing happens. I want to reorder the layers. Ha ba wha?

We are sorry for your difficulties. Please let us know if it is happening with one image or all images while selecting layers. Also, share the Photoshop Express application version and device OS details to investigate further. Have you tried reinstalling the application to see if this helps?

Here is a resolution for your issiue with layer selection. You can switch the layer selection with 2 different ways- 

1. Tapping on the layer (In editing area) which you wants to select (This does not work inside cutout tool, because touch gesture is being used of mask editing)
2. Tapping on the layer (In layer panel) to modify the layer selection, it works for all the tools.

apart from that, you can reorder the layers by hard pressing the layer thumbnail on layer panel then move as per required location.
