Is there any way to transfer looks between devices? I have an account and when I log in on my new phone all of my looks are missing.

As of now, there is no way to export or transfer looks from one device to the other. However, you may suggest it as a feature request for a future update here:  https://feedback.photoshop.com/ This forum is directly monitored by our product team and they might look into it.
