Option to us PS Effects missing

I have a valid adobe subscription for both photoshop and ps express.

I have 3 ipads, On my ipad mini 6 I have the option for PS EFFECTS which sends the image to PS on my MAC and then works its wonders. However on my Ipad Air 5 and Ipad Pro 2021 I dont have the option at all.

Attached a screent shot from my Ipad Air. In the bottom right corner I only have the option for eyes and edit in.While on the ipad mini I have the options of... Eyes - PS Effects - Collage - Edit in

I have tried remvoing the app and reinstalling it, but no luck.

Hopefully someone can help.
