Photoshop Express download for Windows 8.1

Does anyone know where Photoshop Express can be downloaded for Windows 8.1? The windows store only offers it for Windows 10. After researching numerous photo editing programs, I think this one has the functionality I'm looking for, but I cannot find a source to download it.

Thanks, but really hoping to put it on my laptop. Kind of a bummer that this is subject to microsloth's typical heavy handedness.

Hello, you can install adobe photoshop express by going to the Windows 8.1 store, and searching "Adobe Photoshop Express" and click on the top one. Then click install and it is installed on Windows 8/8.1
