Could I use Android phone to access PS Express I subscribed on iPad Pro? And how if yes?

Welcome to the Community. You can install the Photoshop Express application for Android phones through the Google Play Store. The Android subscription differs from iOS; hence, you must purchase that. However, you can download it for free. To subscribe to premium features, you have to buy the plan.
