Still can't combine photos using Adobe on Android

I can't find any way to combine photos using any Adobe technology on Android. I used Photoshop Mix within the past year and layers worked great on my Android, so the code must exist. 

Photoshop Express and Adobe Photoshop on Android both lack this basic feature. As for plans to add layers/photo combining back in, I have seen comments from January 2024 saying they'll "look into it."

Are there any Adobe apps for Android that can do this that I'm missing? Can anyone from the community suggest applications from other companies that have this functionality?
