I'm trying to create a vector using my Samsung Tab S8. I have several different Adobe applications but based on the link I'm including below, it looks like I'm supposed to be using photoshop express but I don't know what that app is exactly. I have adobe express, and then I have a photoshop express photo editor.
I have an image I'm trying to turn into a vector and I found an automatic way to make a vector but I'm trying to find a way to fine tune it manually with the pen tool.
Is this not something that's possible on Android? This link below makes it sound like it's a tool that can be added to one of the apps, but I've checked several of them and I don't see any kind of tool bar that offers that option. It doesn't appear to be an option anywhere.

Also - is there a way to just sketch, draw, and color using a paint brush type of tool on any of the mobile apps?

Is there anyone at all that knows about this? I need to work on a time sensitive project but unfortunately I'm running out of time for it. 😞
