When resizing a scanned image do I do Image Size or Canvas size first? PSE 14

I have scanned some 60 year old grey scale images and want to set the image to 8.2" X 10.2", with a canvas size of 8.5" x 11".

 

The problem is that everything looks fine on the screen, but when I print it on my HP4635 it shifts the picture to the left taking off about 1/3 and on the right I have nothing. Or it shifts it down on the page. Not the white border that I desire.

 

I tried using another program to print it and the problem is the same.
