Workflow issue between Photos and PE Apps

I need help with the Photoshop Express App. It appears to be a "workflow" issue. My PE App works on its own; but when I am in my photos app on my iPhone X, and I select the ... to open Photoshop Express, my photo no longer opens in the app. Instead, I get this screen:
