Cannot locate Defocus tool

I would like to create soft-focus in Photoshop Fix but cannot find the Defocus tool in the interface some of the tutorials use for this purpose. Have only Crop, Adjust, Liquify, Healing, Smooth and Light in the menu. Anyone can help me with that? Thanks,

Thank you for writing to us. Defocus tool is towards the end of the list. You can scroll towards your right and check if you can see the same. Please let us know if you can find the same.
