Yes! 😄

You can do it by long tapping at the new layer icon (the + sign just over the eye symbol at the right panels). There you'll find the option to add an adjustment layer. 🙂

In addition to the global adjustment layer that will apply to all of the layers below it,  you have the option to create a clipped adjustment layer if you want an effect to be applied only to one layer.

In the layer properties, choose to add a clipped adjustment layer to the current layer . Your options are :Brightness/Contrast, Black and white, Color balance, Exposure, Hue/Saturation, Levels, and Vibrance.
