Hi

Since your question is about Photoshop for iPad, I have moved this from the Photoshop forum where you posted to Photoshop for Mobile.

Photoshop for Mobile doesn't have solid fill layers. However, you can still to this by doing the following:

  1. Add a new blank layer
  2. Set your color to 50% grey using the color picker
  3. Use the paint bucket to fill the new layer with the gray color
  4. Use the layer properties to set the blend mode to luminosity
