Help installing

I just bought an iPad por 11, o the App Store i try to download adobe photoshop but it won't let me as it asks for my device to be 13.1 on software update however it is 13.3 so it doesn't make any sense, literally I bought the iPad just for it as well

Go to Settings > General > About. What does it say for your Software Version? Can you update it? If not, call Apple. Since you just bought it, it is under Apple Care.
