I can’t open photoshop app on my IPad Pro 12.9 4th generation

Do I need to change my iPad? For a new generation. 
Or do I need to buy photoshop first for the app to open? 

The app shuts down automatically everytime I try to open it. It's says configuration the flickers off.   Please help.
