Not able to import PDFs from iCloud

Why can't I import a pdf from my iCloud into a new Ps file?

At this time Photoshop on iPad only supports opening and placing the following formats-psd, psb, jpeg, png, tiff, and heic. You could open the pdf on the desktop and save as a cloud psd which would then be accessible in Photoshop on the iPad.
