Can I open an image from icloud or do I have to send it to my camera roll first? I can't figure out how to get images I've put in icloud.

How are you trying to open the image?

 

If you use "Import and Open," and choose "Photos," you should see your photos unless you don't have iCloud photos turned on. When you tap a photo, your iPad will download from iCloud automatically as it opens the file:

Yes, that works, but my question was how do I import images that I've already saved in the app (iCloud). The only way I've found to do this is to export them to my camera roll and import them from there. Defeates the purpose of archiving images in folders in the app itself.
