I am a teacher in a middle school teaching Photoshop on the iPad. I have two interesting issues.
The first issue is that when my student paints a color - just a normal paintbrush etc, she can't paint another color on top. It literally does nothing no matter what color or brush she is on.
The second issue is also a mask issue. She has created a mask and goes to paint either black or white on top of it and it doesn't reveal anything underneath (there is an image behind the mask).
Seems like these two items are related.

In both cases, check the Blending Mode for both the Brush tool and for the Layer. Set it to Normal if it says something else. If that does not work, then please share a screen shot that includes those settings.
