Photoshop for iPad

Is the desktop version of PS the same as the iPad version?

 

I have access through my school to All Apps/Creative Cloud, but my laptop is old and slow and I am unable to use PS on it. I am considering buying an iPad but I need to be sure I can use the iPad PS version with my subscription. 

 

I am also curious if there are any differences in features between the desktop version of PS and the iPad version of PS and if I should consider a laptop rather than an iPad?
