Photoshop will not save to iPad Photo library

This used to work fine until recently. The images will save to Recents but not to the main library. This means that some apps cannot detect the images. Nor can I upload them to Google Photos. I have tried several formats and settings, deleting and reinstalling the app, and rebooting the iPad, but no luck.

Have you allowed Photoshop access to your Photo library?

Yes, that was the first thing I checked, even though—as noted in my post—export worked just fine before. As far as I know this has happened only since the most recent update.
