Scaling a selection

When scaling a selection in ps for iPad only the marching ants scale not the selection. What am I doing wrong?

It sounds like you're using the "transform selection" under the 3 dots menu in the selection controls. This is used to transform the selection, not the content.

Once your selection is in place, choose the Move or Transform tools from the tool bar to modify the selected pixels.
