Unable to transform selections - iPad

Whenever I use any of the selection tools, a selection will be made, but it looks like it is only selecting empty space, and not any of my lines or work. I am on the correct layers, and have played around trying to figure out what I'm doing wrong.

 

example - I'll select a line I drew, and try to transform it. The selection box will move around the screen, but the line I wanted to select is untouched and stays the same.

 

any help/advice appreciated. This is for the iPad btw - I am more familiar with how to use PS on the computer.

After you make your selection, you need to change to the Transform tool to make any transformations of objects. If you leave the Selection tool active, you will be transforming the selection, not the layer. 

with the Select tool active, you'll have marching ants. After you switch to the Transform tool, you'll see marching ants plus a bounding box with handles for resizing the content.
