How to add shake to pictures

I have seen on many other softwares, and photoshop for computer, that you can add shake.

It would be great to have the ability to shake pictures but leave one part of the picture clear. This would be different to the blur effect in photoshop fix as it would just move the picture instead of just blurring it.
