Is anyone else having problems merging and moving layers?!

I have two devices in which both have not allowed me to merge or move layers. Any attempt to move layers within the layer tab has been met with no response. Please help, I have clients who are waiting on my work and I have already wasted 2 hours trying to figure it out on my own.

Hey

Are you long-pressing on the layer you want to move before attempting to move it? Sometimes you have to pause briefly before that happens.

Also, what devices are you trying this on, please? It helps to know this.
