Moving Eye Irises

Hello, asking kindly for your patience for a newb here! How do I move the irises on a photo so that the person is looking at the camera? I tried the cut out tool but it cut out the section and put it onto a new project/image by itself. How do I move that layer around on the original photo. Is that possible in this or a similar app?
