2 versions of Photoshop

Why are there 2 versions of photoshop in the adobe creative cloud ?

They are both called exactly the same - photoshop - one has latest version of 21.1.3 , the second has 20.0.9.

Adobe offers downloads for the current version and the one previous for those who want to use an earlier version.
