21.2 Crop tool does not snap to layer guide

With the new update the crop tool is no longer snapping to layer edges. I have all the snap options set as well. Any ideas?

To update Photoshop to 21.2.1, click "Update" in the Creative Cloud desktop app next to Photoshop.
