Noticed that a file that has nothing heavy in it weights Way Too Much.

If you open a file, created before 22.0, delete all contence and save only a layer with nothing but white color on it - it will have an inadequate size. But if you create an empty document with the same parameters - it's weight is normal.

That is a second thing that works fine with freshly created file and does something strange with previosly created file.

First is here: https://community.adobe.com/t5/photoshop/a-stroke-is-added-when-copying-shape-attributes-to-a-recent...

There's also a crush problem (1-5 times a day Photoshop or CC is crushing and takes Windows with it)

That's probably metadata bloat. It can happen if a file is copy/pasted ad infinitum, like a template and so on. Every paste inherits parent metadata, and adds its own to the growing record.

Try to Export to PNG, that will strip metadata. There are scripts floating around that will do it, hopefully someone will come and post a link.
