22.0 Release Not Using Available Graphics Processor

I've just upgraded to the Photoshop 22.0 release.  It is not seeing my graphics processor.  The prior release, 21.2.4, did (and still does) utilize the card  - an ATI Radeon RX 580 series.  I looked at the Performance section in Preferences, but graphics processor is greyed out and cannot be activited.   How do I get 22.0 to use the graphics adapter?

and when it does (GTX 970 and 2080 TI here) it is bugyg as hell.

i had to disable the GPU features in preferences to make PS work.

 

and yes i have tested old and latest drivers.
i have reseted the preferences.
