22.3.1 not recognizing GPU, 22.3 version is fine

In the newest version (22.3.1) using Nvidia RTX 2060 Max-q, whenver I quit and reopen PS, it is unable to detect my GPU.  I have to reset my preferences, then quit, then re-open and then it will recognize.  If I close it without resetting preferences, PS is unable again to detect my GPU.

 

I reinstalled the previous version and the problem is resolved.
