Never trust Friday updates. 22.4.0 lighting effects don’t work: no tools or handles, only menu options to add objects. I’ve reset preferences, checked the graphics card, the usual suspects. It’s not because of my newest Mac, that’s a monster. All was well until the 22.4.0 update. Use this every day, major suckage it's busted.

Adobe are updating the core graphics functions in Photoshop. This is driven by the operating systems of Apple and Microsoft in which the old Open GL functions are being removed in the case of Apple, or deprecated in the case of Microsoft. This means that the graphics functions that have worked for years must be rewritten to use Metal and Direct X. At the same time, Adobe are sensibly updating those core functions to deliver the additional speed we require to handle the very large files of today.
Some functionality in Photoshop, such as 3D and Lighting Effects, still relies on the older Open GL graphics functions. To make these work, an additional preference Preferences>Technology previews>Deactivate Native Canvas has been added. This can be checked and Photoshop restarted to restore 3D and Lighting Effects functions to where they were in 22.3

Followed the instructions, restarted Photoshopbut. Now Lighting Effects are grayed out, don't work at all.

Got an error report on the last shutdown. I tried another restart, now Photoshop won't start at all. The icon just bounces in the dock, on and on, have to Force Quit. Fails again on every attempted restart.

Sorry, tired of the battle. Those suggestions did not work. I've reverted to 22.2 and can work again.
