OK, guys. I have something that might help you. It help me get completly rid of my crashes.
AFTER A LOT OF INVESTIGATION and NO THANKS to the totally useless Adobe Support.
It turns out that it is a BUG with Photoshop. Since I do NOT have a printer nor do I USE a printer, I have turned Off my "Print Spooler" Service.Well, turns out that for some reason, the Neural Filters did NOT like this service being turned OFF.
The instant I turned it back on (set to automatic), voila! everything worked as expected!
