Yes, any subscription that includes Photoshop also includes Photoshop for iPad. You need to have a device that supports it, of course.

When you subscribe to the All Apps plan, it includes the mobile apps. "Mobile Apps" includes Illustrator for iPad. Your iPad needs to meet the system requirements.
