Abro Photoshop 2021 y no carga menu superior

Acabo de descargar photoshop y no carga el menu superior. probe actualizarlo, desinstalarlo y reinstalarlo y nada. Tambien probe con restaurar aspectos escenciales y guardar copia de el menu y su confirgurción y nada.

Alguna idea de por que sucede y com arreglarlo?
