Add new layer panel is missing

So I have opened my layers panel and the bar with all the shortcuts is missing. How can I put it back up there again? Thank you.

It looks like you need to move the Layers Panel into screen completely. 

Or try Window > Workspace > Essentials (after saving your custom Workspace if necessary).

Can you post screenshot with entire window visible? It seems Ps window is minimized. Click on middle icon in the top right corner of Photoshop window (icon between - and x).
