Adding a pasted graphic to a photoshop document

I am preparing a full cover for a casebound book. I have two PS documents:

1. the 6x9 the template which has the barcode

2. the cover art (which needs the barcode moved to it)

I saved the template as a pdf and cut out the barcode which is an rtfd.

I placed the cover art on the template but cannot get the barcode to stick when I place it on the cover. what am I missing?

I normally work with native PSD files in Photoshop.  What was your reasoning for using another file type?

 

Meanwhile, I'm moving this question to Photoshop.
