Adobe 2021 Disabling Scrubby Zoom while working on a file?

I am having an issue where Photoshop 2021 keeps disabling scrubby zoom and appears a bit more pixelated while I am working on a file. I attached my preference settings. I didn't have this problem with Photoshop 2020.

This is from the Photoshop system requirement help, 
"Important! The Photoshop hardware requirements for Processor and Graphics card and have increased for version 22.0."

I suspect this is your problem.

Maybe check the driver for your graphics card. The scrubby zoom requires GPU, so the problem is likely due to your graphics card.
