Adobe photoshop cc design view setting

Hello everyone 

I want to know how to chang a image view in any size for exaisample i have a image in 688x445 pix and this image view are show is a box type but i want to change the view in an other size in 70x140cm and not change the pix 

So please help us

Are you looking to change the size of the image or just how it is displayed? Perhaps a screen capture of what you seeing would help explain your question.
