Adobe Photoshop stutters

Hi,

After a while, Photoshop starts to stutter when using hand, zoom tools.

Examples of misbehavior and characteristics of my computer in the attached files.

I've already tried changing performance settings, reinstalling nvidia drivers and replacing GPU.

Photoshop 2021 seem to have many issues use PS 2020 version 21.2.6 till Adobe address the issues in PS 2021.
