After updating to version 21.2.4 scaling proportionally only works with shift key

Scaling proportionally doesn't work anymore after the latest update unless I press shift key, so only the old way. Legacy scaling is not checked in preferences. I've tried it both checked and unchecked, restarted Photoshop and computer (win10) but only way to scale propotionally is by pressing shift key while scaling. I already got used to the new way, so this is annoying.
