Align Layers Ps 2019

Hey all,

So "Layer>Align>Horizontal Centers" seems to choose how it wants to work. Can someone explain why it chooses certain layers to align to, and not the center of the canvas? Or explain how I can align the layers to the center of the canvas? It seems like it works sometimes, but other times it doesn't. What am I missing? Thanks!
