Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

Unfortunately this is no proper solution as it invalidates GPU dependent features (like the Rotate View Tool, 3D Features and some Filter acceleration for example) but it indicates problems with the GPU driver or the OS.
So updating the GPU driver might be worth a try.

What is a GPU driver? I am working on macOS.

The GPU driver handles the communication of the GPU with the OS and other applications.
On Mac updating it manually would seem, well, difficult.
But you could try some other trouble-shooting first:
Turn »Use Graphics Processor« back on, change the »Advanced Settings« under Photoshop > Preferences > Performance > Graphic Processor Settings and restart Photoshop.
It may take some experimentation to see if some combination of the Advanced Settings can avoid the faulty display while enabling the other GPU dependent features.
