Animated Graphic Glitches Over Hovering Tools

I am experiencing 'glitching' when I hover over the tools in PS.  I have the latest updated version and had to uninstall and reinstall to see if that would resolve the problem but after multiple attempts, it did not.

I work on a Dell 7506 2-1 laptop with 4K resolution and 1 TB storage.  The issue is not the device as this is brand new, with all memory and system tests passed as well as updated drivers.

I didn't have this issue with my other Dell 7506 2-1 and that is a fairly new machine.  For reference, I have included a screenshot for better elaboration. 

Any help or advice for further absolution would be most appreciated.
