Artboard is mostly outside of work space. (can't see whole image)

Using Photoshop 22.0 I can no longer see images I open since the majority of the image is "out of reach" (outside of the accessible workspace). Also if I start a new artboard from scratch it places itself at the very top, with about 90% of the artboard sticking out of the workspace.
Attached image shows a new artboard (800x800 px) that I created. This is what I see if I press cmd+0 and scroll all the way up. The majority of the image can not be seen.
I have tried to restart and I get the same thing.

Any tips?
