artboard, layers and tools stopped working, tabs work fine

Hello

 

I have this bug for months now in Photoshop (I kept it updated) : the artboard, layers and tools stop working, but the tabs still are. I made a video here to explain it better ; https://www.youtube.com/watch?v=mO5Hts40hfI

We can't see on the video but when I select the brush for exemple, my pointer stay like an arrow, and when I click on the artboard nothing happens. Some functions, saving files for ex, are still working. It happens randomly every 5 min or so it's very annoying. I'm working on a new pc (16g of RAM, windows) and on a cintiq pro 16 if that can help.

 

Do you have an idea ?
