Artboards messed up, extreme lag when zooming in and out

When I opened photoshop today something looked wrong. I tried zooming in and it was very slow and very laggy, it looks very glitchy. It's unusable. I was worried the file might be corrupted so I opened another project and it looks the same way. I've restarted my laptop three times, updated windows, tried updating my drivers, updated photoshop, to no avail.

We're sorry about the trouble with Photoshop. Would you mind sharing the version of Photoshop you are using along with the version of Windows you are running?
