Artboards messed up, extreme lag when zooming in and out

When I opened photoshop today something looked wrong. I tried zooming in and it was very slow and very laggy, it looks very glitchy. It's unusable. I was worried the file might be corrupted so I opened another project and it looks the same way. I've restarted my laptop three times, updated windows, tried updating my drivers, updated photoshop, to no avail.
