Blur out a section in a video

I have some videos of cars that I need to blur out just the license plate. Is this something I can do in Photoshop. I've experimented around with no luck.

Hi. Perhaps this thread will help you achieve the blur you want (https://community.adobe.com/t5/photoshop/blurring-parts-of-a-live-video/td-p/9990936) However, please note - you can create a still blur that'll work anywhere in your timeline. But, Photoshop is not a "live action" video editor. If the car is moving, you're best using tracking in After Effects. (https://www.adobe.com/products/aftereffects/motion-tracking.html)
