blurry license plate hit and run

hello everyone, i need help finding the license plate of this driver who did hit and run with a pedestrain, i'm a cop and this is the cleanist footage we have

While Photoshop and Photoshop Elements are able to improve these images, and in rare cases may be able to expose more detail, this kind of request should be directed to local law enforcement officials, and is not something we would normally assist with on these forums."
