brush cut tool area is not as large as the outer circle. Hardness is 100%

it's hard to explain so look at the picture. The inner white circle is the area  that exposes photoshop, but in want the whole area to cut out. Why is this like that?

Go to Apple>System Preferences>Display and set the Cursor size to Normal.
